The phenomenon taking place is osmosis, more precisely endosmosis.
Osmosis is the net movement of water molecules from a region of their higher concentration to a region of their lower concentration through a semi-permeable membrane. Here water from the beaker passes through the cellophane paper into the sugar solution, so the level in the thistle funnel rises.
